India adds 140 million telecom users in 2011:  Telephone user base in India has gone up to 926.53 million in 2011 from 787.28 million in 2010, adding 139.25 million new users in 12 months. Out of this, wireless subscription touched 893.84 million at the end of December 2011 from 752.19 million in December 2010.  Active wireless subscribers on the date of peak VLR in December 2011 are 646.77 million. Whereas 529.22 millionsubscribers were active subscribers in VLR in December 2010.

Mobile customers Data, Market share & MNP in the month of Jan 2012

According to TRAI, telecom operators have added 9.88 million mobile subscribers in January at 1.11 percent monthly growth, taking the total number of wireless users in India to 903.73 million. The total telecom subscriber base (wireless+wireline) of the country stood at 936.12 million at the end of January, taking the overall tele-density to 77.5 percent. The wireline segment of the industry has seen a decline of 0.90 percent in January, with wireline subscribers stood at 32.39 million. 

 

Uninor, a Telenor subsidiary, has added 2.49 million users in January, taking its total subscriber base to 38.79 million. Bharti Airtel added 1.3 million subscribers and its base was 176.95 million, while its competitor Vodafone added 0.85 million subscribers to take its subscriber base148.60 million. Reliance Communications added 0.94 million new customers to take their subscriber base to 151.02 millionAircel, Tata Teleservices and Sistema Shyam (MTS) added 0.81 million0.22 million and 0.14 million new subscribers, respectively. State-owned telcosBSNL and MTNL added 0.87 million and 57,564 new users in January. Their subscriber base stood at 97.63 million and 5.73 million, respectively. 

 

In January, the share of urban subscriber has decreased from 65.59 percent to 65.41 percent where as share of rural subscribers has marginally increased from 34.41 percent to 34.59 percent. Wireless subscription in urban areas increased from 586.26 million in December 2011 to 591.10 million at the end of January 2012. The subscription in rural areas increased from 307.59 million to 312.62 million during the same period. This shows higher growth in rural subscription (1.64 percent) than urban subscription (0.83 percent).

 

The number of active mobile subscribers, according to the visitor location register (VLR) data, was 659.97 million on the date of Peak VLR for the month of January 2012. The number of active mobile subscribers, according to the visitor location register (VLR) data, was 659.97 million on the date of Peak VLR for the month of January 2012. VLR numbers provide details on active customers at any given point of time, excluding switched-off and out-of-the- coverage area customers. Circle-wise, J&K has the highest proportion of VLR subscribers with 82.33 percent followed by Assam (80.05 percent) and MP (79.10 percent); Mumbai has the lowest proportion with 61.79 percent. Service provider wise, Idea Cellular leads the tally with 93.18 percent followed by Bharti (91.17 percent)Etisalat is at the bottom with 25.56 percent.

 

Broadband subscriber base increased from 13.30 million at the end of December 2011 to 13.42 million at the end of January this year. 
The number of requests from subscribers to change their operators under the Mobile Number Portability (MNP) facility stood at 3.55 millionin JanuaryIn MNP Zone-I (Northern and Western India) maximum number of requests were received in Gujarat (3.04 million), followed by Rajasthan (2.72 million) and Maharashtra (2.56 million).In MNP Zone-II (Southern and Eastern India) maximum number of requests were received in Karnataka (3.40 million), followed by Andhra Pradesh (3.04 million).

According to the latest data by TRAI, Private operators hold 88.56 percent of the wireless market share where as BSNL and MTNL, two PSU operators hold only 11.44 percent market share.

Status of various court cases related with promotions:

RA filed by BSNL at Hon High Court at Bambay against quashing of list no 6 & 7 came up for admission on 21stMarch, part heard and further hearing will be on 22ndJune.

147 seniority case at Hon High Court at Ernakulam came up for final argument on 22nd March. No argument took place and the case will be heard on 20th May after vacation.

In a CM filed by some applicants in the Diwan Chand & others case regarding seniority list 6 & 7 at Hon High Court at Chandigargh, it is learned that Hon HC on 20thMarch stayed SDE to DE promotion till next date of hearing, ie 18th July.

DETs working in  BSNL as on March 2012: BSNL Corporate office released list of DEs (telecom) working on Adhoc and Regular basis in BSNL as on March 2012. All the circles and units are requested to verify the data in the attached list and confirm the list including addition/deletion/errors if any, on or before 05-04-2012 for comparison of DEs working Circle wise.
There are total 2795 working DETs in all over India, out of which 
2123 are Adhoc and remaining 72 are regular DETs. In Bihar Circle there are total 23 DETs out of which 18 are working as Adhoc and 05 are working as Regular DE.

LDCE 2004 - Review Application on notional date of promotion:

The review Petition ( RP 315 /2011 ) filed by BSNL at Hon High Court of Karnataka at Bangalore against the judgment of notional fixation in case of LDCE passed 124 candidates of Karnataka in OA No.181 / 2009 was dismissed on 02-03-2012. This case has been fought mostly by our comrades under the efficient leadership of our Karnataka Circle secretary Com.S.B.Nagavi. Hats off to Karnataka circle comrades for their tireless efforts.  

Our Association already taken up the case with BSNL Management for generalisation of the case and was waiting for the outcome of the review petition. As our association is trying for the generalisation, our comrades from other parts of the country need not approach different courts for the time being.

SDE to DE and DE to DGM promotions: The Preparatory work for SDE to DE promotion is getting delayed as large number of missing / incomplete ACRs are yet to be received from the Circles and the details of untraceable cases are not updated by the circles even after reminders. In order to expedite the DPC work, CSs/ SSA Secs and CHQ/Circle office bearers are once again requested that a) All the missing /incomplete ACRs for SDE to DE promotion, b) details of untraceable cases for DE promotion and c) ACRs for DGM promotion reaches BSNLCO urgently. Action on below bench mark cases also may be expedited.

Immediate holding of DPC on seniority cum fitness basis and notification of LDCE from JTO (C) to SDE (C) to fill up about 104  vacant SDES’ posts”,he assured for early holding of DPC for JTO/SDE Civil promotion on SCF Quota & the early notification of the LDCE for promotion from JTO to SDE Civil very soon on available SDEs' vacancies.

Immediate initiation on Modification of BSNLMS RRs to allow the existing JTOs/SDEs(C/E/Arch) for promotion to the grade of AGM/EE(C/E/Arch) to impart justice & maintain the parity with BSNL Telecom Wing also”, he replied that preparation of new AIEL is in process & PGM(BW) already issued DO letters to all CGMT for sending the JTO Civils' gradation list, to remove the anomaly and on point No. 4 “Filling up of all vacant JAG/STS level posts on regular/adhoc basis and SDE equivalent posts on regular basis in all disciplines(C/E/Arch)”, he appreciated the SNEA suggestion and assured to incorporate the suitable items at right time and also was serious about the safety of our field officers in naxal areas. Electrical

Point No.1 “Immediate holding of DPC on seniority cum fitness basis and notification of LDCE from JTO (E) to SDE (E) to fill up about 100  vacant SDEs’ posts”, he assured for holding of DPC under SCF Quota as per available vacancies. On point No. 3 “Handing over of USO sites’ maintenance from Electrical wing to SSA for proper and smooth monitoring, he replied to examine the issue and has no problem on hand over the maintenance of USO sites made over to SSA, if proposal is sent by CGMT. Tele Density & Market share of BSNL as on 31st Jan 2012:  
During Jan 12, 9.58 million telephone connections & 9.57 million Wireless connections have been provided in the country taking the total telephone connections in the country to 936.13 million as on 31st Dec 2011.  During Dec 11, 0.17 million broadband connections were added taking the total broadband connections in the country to 13.30 million as on 31.12.2011.

For Telephone services:

  • (i)       BSNL added 0.62 million telephone connection during the month of Jan 12.  This works out to 6.51% of the total connection added in the country.
  • (ii)     BSNL was at 7th position in the new total connections added in Jan 12 and 8th position during FY 2011-12 (upto Jan. 2012). 
  • (iii)   In the financial year 2011-12, BSNL has added 3.33 million connections.  This works out to 3.71% of the total connections (89.80 million) added in the country.
  • (iv)   BSNL is at 4th position as an operator with Market share of 12.86%.  BSNL market share has decreased by 0.07% during the month of Jan 12 and during 2011-12 (upto 31.01.2012) by 0.97%.

 

For Wireless Service:

    • ·BSNL has added 0.87 million connections during the month of Jan 12.  This works out to 8.86% of the total connection added in the country.

  • · BSNL was at 4th position in the new total connections added in Jan 12 and 7th position during FY 2011-12 (upto Jan. 2012).  

  • · The Wireless industry has grown by 11.35% in terms of connections upto the month of Jan12. Relatively, BSNL has grown by 6.32%. 

  • ·In the financial year 2011-12 (upto Jan12), BSNL has added 5.80 million connections.  This works out to 6.30% of the total connections (92.14 million) added in the country.  Corresponding period of previous year, BSNL had added 19.37 million connections which was 10.37% of the total connections (186.79 million) added in the country during that period.

  • · BSNL is at 5th position as an operator with Market share of 10.80%.  BSNL market share has decreased by 0.02% during the month of Jan 12 and during 2011-12 (upto 31.01.2012) decreased by 0.51%.

 

For Broadband(DSL) services:

  • (i)       BSNL has added 0.11 million connections during the month of Dec 11.  This works out to 66.73% of the total connection added in the country.

  • (ii)     The broadband industry has grown by 12.05% in terms of connections upto the month of Dec 11. Relatively, BSNL has grown by 14.44%.
  • (iii)   In the financial year 2011-12, BSNL has added 1.08 million connections.  This works out to 75.63% of the total connections (1.43 million) added in the country. 

  • (iv)   BSNL is at 1st position as an operator with Market share of 64.45%.  BSNL market share has increase to 0.03% & 1.35% during the month of Dec 11 and during 2011-12 (upto 31.12.2011) respectively.

 

Summary:

    • (i)       The overall tele-density in the country is over 76.26% with Kolkata License area topping at 166.71% and Bihar License area lowest at 44.83%. As on 31.12.2011, the overall Broadband-density is 1.08% and by BSNL’s Broadband-density is 0.70%.

    • (ii)     BSNL now holds 1st position as an operator with total number of telephone connections in 2 license areas viz. Himachal Pradesh & Kerala Circles.  

    • (iii)   In total number of mobile connections, BSNL has No.2 position in 3 License areas viz. Himachal Pradesh, Kerala and Orissa Circles.

Government seeks review of 2G ruling:

The Central Government has urged the Supreme Court yesterday the 02-03-2012, to review the 2G judgment. The Government has stated that auctioning of 2G licenses would adversely affect and hamper the objective of promoting teledensity in semi-urban and rural areas. It has also stated that the ‘first come first served’ policy had the twin objective of a level playing field as well as providing affordability.

It  has  come  to  know   that   the   Hon.CAT/Chennai has  removed   the condition of reaching the minimum of the pay in the next higher IDA for time bound promotion after 4 years. (other wise 6 years). The Hon'ble CAT, Chennai has quashed the condition (given in para 3.1 of Executive Promotion Policy )"of reaching/crossing the minimum of the higher IDA Scale" as one of the eligibility criteria. The effect of the judgment is that every executive will get his/her first time bound promotion in four 4 yearsirrespective of the fact whether he/she has crossed / touched the minimum of the next scale. This will be applicable for those who got first financial upgradation from 01.04.2004 to 31.12.2006. Those who have got the first TBP even after 01.01.2007 may be benefited by giving option of Pay Fixation.

CBI files case in BSNL - WiMax deal, raids 9 places - Media Report

 

Persistent and unrelenting stand of the Association repeatedly questioning the integrity of erstwhile CMD ( Kuldeep Goyal) and present Director CM, R.K.Agarwal, by mortgaging the interests of BSNL in all respects while taking series of decisions on Wimax, roaming agreements with SWAN and procurement of GSM and exposing their one murky deed after another stands fully vindicated.

 

One scandal after another, Wimax, roaming agreement with SWAN and GSM procurement raised by this Association singlehandedly with PM, MOC&IT and CVC gets exposed and established.

We have been asking for the scalp of Director CM for a long time, pleading with MOC&IT, Secy / DOT and CVC that Director CM has dubious integrity and needs to be shifted. We have amply substantiated from time to time the grounds of dubious integrity of Director CM and how his poor integrity has been one of the major reasons for business debacle of BSNL since last three years and have been pleading for his removal from highly sensitive and potential position as Director(CM).Even last year we had raised big questions about his involvement in Wimax. It is fully vindicated today.

 

MOC&IT and Secy / DOT should lose no time in immediately shifting Director (CM) from crucial position of Director (CM) and dumping him. He, along with Kuldeep Goyal both of whom were cronies of Raja and Chandolia has inflicted huge and irreparable damage on BSNL and deserve to be handcuffed.

Seniority of 147 SDEs --- The appeal filed by the 147 SDEs against the judgment of the Hon CAT, Ernakulam quashing their seniority came up for hearing today in the Hon High Court of Kerala. Their lawyer, as usual, requested for time till 30th March for argument and extension of stay till that time. Our lawyer objected to the delay tactics of the applicants and prayed that the applicants are deliberately trying to delay the hearing in order to get further promotions to Adhoc DGM/DE on the disputed seniority. At this point Hon Court directed BSNL not to effect promotions till the next hearing and posted the case for final hearing on 22nd and 23rd March, 2012. However, BSNL can ask for permission from the court to effect promotions in case of any exigency, Hon court observed.

 Seniority of 147 SDEs: The appeal at Hon High Court of Kerala at Ernakulam against the quashing of seniority of 147 SDEs came up today and posted for 23rd Feb:’12 for hearing. The stay on revision of seniority continues.

Review Application on notional date of promotion:

The review filed by BSNL at Hon High Court of Karnataka at Banglore came up today. Arguments completed and judgment reserved. Earlier the Hon Supreme Court dismissed the SLP filed by BSNL against the High Court order. Recently the CATs at Hyderabad and Ernakulam also given judgments on the same line.

E1 + 5 increments for the JTO/JAOs recruited after 01.01.2007.    The proposal of method of pay fixation has been sent to the competent authority for approval. Assn requested to fix the pay at Rs 19,020/- by giving cumulative effect.

As lot of vacancies are available in the LDCE quota and only few vacancies are available in the seniority quota, all the eligible JTOs joined upto 01.07.2006 are once again requested to prepare for the LDCE and get promotion in LDCE quota. The vacancies in seniority quota is only a few hundreds.

SDE to DE promotion, untraceable cases:

BSNLCO circulated the new corrected list of untraceable SDEs on 31.01.2012.   In case they are taken VRS, retired, expired, absconding etc, such information may be sent to BSNLCO. If the SDEs are transferred from one circle to another circle recently, the same also may be intimated. SDEs whose “date of birth” details are not available, it may be verified whether they are taken VRS, retired, expired etc and the same may be intimated and in case they are still working, their DOB details (service book details) also may be furnished along with ACRs.CSs, SSA / Branch Secs, office bearers and all the SDEs concerned are requested to verify the data and intimate BSNLCO through respective Circles. CSs may send the details to CHQ also.

On verification of the ACRs, details of the missing /incomplete ACR cases from Assam, Gujarth, Haryana and Maharashtra Circles are circulated by BSNLCO. CSs may ensure that the ACRs of the missing period/shown certificate etc are sent to BSNLCO immediately.

We whole heartedly congratulate comrades of United forum of BSNL Executives throughout the Country for their great support and solidarity that alone resulted in constitution of committee in which you are actively involved to address and resolve all the three issues raised by us i.e A) extending standard pay scales E2 and E3, B) Introduction of CPSU cadre hierarchy vis-à-vis structure of BSNL, and C) safeguarding our existing promotional path achieved by us through intense struggle and  defined by provisions of BSNLMS RRS and also the existing JAG posts. It is also decided that the committee has to submit the report within a period of maximum 6 months.

 

Comrades, what we have to recognize and appreciate is that through this limited   organizational activity we have succeeded in re-opening vital issues of standard pay scales and introduction of CPSU cadre hierarchy which virtually lay deep buried.  

Besides, we are committed to make it absolutely sure through this committee that our existing promotional path defined by BSNLMS RRs and the number of existing JAG posts remain completely undiluted and intact, whatsoever. We have to safeguard both the path as well as number of JAG posts. That is also going to be our major task in the committee since this is what we have already achieved.

 Final outcome of the recommendations of the committee will largely depend upon how much united and consistent we are from our side in focusing the issues, and, on that account, we reassure all of you that we all will fully live up to your expectations and the trust you have reposed in all of us to resolve these issues.

At the base level, in the days to come, we will have to further consolidate the unity and bring about greater cohesiveness amongst the affiliates of the United Forum so as to remain in a state of complete organizational preparedness. That will help us immensely in getting satisfactory final result on our demands.

 Meeting with DIR(HR), BSNL: United Forum of BSNL Executives' Association has a detailed discussion on the Charter of Demands. From our side, we explained generousness of the issues and our compulsion created by the Management on account of standard pay scales E2/E3 and introduction of CPSU cadre hierarchy. We also explained that the recent Sr. DGM rect is by diluting BSNLMS RRs. Director (HR) explained at lengthy the perception and stand of Management. However, no breakthrough was achieved.

We thus make a fervent appeal to our comrades throughout the country to make serious preparation to make the Organizational Action Programmes of action commencing from 15th Feb'2012 a complete success. The CSs of UF reported the extensive preparations made for the successful implementation of the “Indefinite Work According to Rule and Non cooperation” w.e.f 15th Feb: 2012.All the Circles strongly demanded thecontinuation of the agitation programmes till the resolution of the issues. The meeting unanimously decided for “Indefinite Work According to Rule and Non cooperation” w.e.f 15th Feb: 2012 till the resolution of the issues and Mass Dharna on 15th, 16th and 17th Feb: '12.

It is also unanimously decided that during the non cooperation movement, Executives will

a) Boycott the unabsorbed ITS officers

b) Not report to them and

c) Disobey their orders.

After detailed discussion and deliberations and also taking into the consideration of various circles as per the report of the circle secretaries of all the three associations and taking into account the following it has been decided to:

a) Immediate formation of core committee at Branch / District / Circle levels is to be formed.

b)  Issue Letter to JAC by the United Forum to get.

c)  To get Media coverage.

It was also decided not to get into any litigation in the court which will lead to issuance of stay or maintaining status-co, which will have uncertainty in the organization.

The following resolutions have been passed unanimously:

1.    Forum comprising the AIBSNLEA, SNEA (I) and AIGETOA in its joint meeting of CHQ office bearers and circle secretaries  held here at New Delhi unanimously endorsement the programme of trade  union action commencing from 15.2.2012 and resolve to make the programme complete success.

2.    It was further resolved that, the house further authorize the CHQ of United Forum to chalk out the future programme to intensify the agitation programme.

Agitation from 15th Feb'2012:

 “INDEFINITE WORK ACCORDING TO RULE and NON  COOPERATION” w.e.f 15-02-12 demanding  No recruitment to Sr DGM/Jt GM and  Standard pay scales of E2, E3, etc.

Don’t become victims of Conspiracy – Come out courageously and fearlessly to Fight out vested interests by igniting widespread fire - Don’t stop to look back – Expose and Defeat Diabolical game plan of Management to rehabilitate vested interests by destabilizing our beloved Company – Salvage BSNL - Despatch deserters and their cohorts to Barracks – Don’t allow Company to be blackmailed or held to ransom - Latest brazen faced and malicious manipulation protecting seniority too.

Our response and strategy should be quite calibrated, very well thought about (not an iota of emotion) and prudent – Let us not fall a prey to a calculatedly worked out sinister and larger game plan of BSNL management in collusion with ITSA and bureaucracy in DOT to create a situation to allow perpetual deputation to ITS by going to courts to get “Malicious Rehabilitation Rules” stayed.

Has the latest missive of BSNL management to protect the seniority, besides protecting pay and other issues, of ITS getting recruited through “Malicious Rehabilitation Rules” surprised anyone in BSNL? No - not even a single person since BSNL management in close conspiracy with ITSA and its godfathers in DOT have been burning midnight oil to work out a systematic strategy and plan of action to prompt those who are an integral part of the Company to go to Courts and get “Rehabilitation Rules” stayed so as to create a situation to allow ITS to continue on perpetual deputation in BSNL.

The strategy is so much naked that it is known to every tom, dick and harry in BSNL – incorporate as blatantly discriminatory provisions in “Rehabilitation Rules” as much as possible tofacilitate courts to stay these rules at the very drop of hat.Do not leave any kind of scope for Courts whatsoever to put on hold these RRs, BSNL Managements top most priority. That alone will create a fate accompli situation and give a very strong strategic leverage and tool to BSNL management and bureaucracy in DOT to plead and succeed inevitably in ensuring perpetual deputation of ITS.

Perpetual deputation would unquestionably mean digging last nail in the “coffin of BSNL, not to talk about us. That however is just of no consequence, relevance and interest to either BSNL Management or DOT. On this both have and continue to be on the same wavelength.

The issue before all of us is whether we allow ourselves to become victims of this diabolical game plan. Does not BSNL management or bureaucracy in DOT know that the provisions being incorporated in Rehabilitation Rules are patently discriminatory and that a simple application by a street side lawyer will result in putting the Rehabilitation Rules in limbo and deeply frozen state to allow ITS continue as feudal lords in BSNL?

Comrades, we have to recall our strength and capacity to fight, fight it out relentlessly on the streets, fight it out to the last drop of our blood to salvage BSNL and not look back till we are freed from the clutches of feudal lords who have exploited and fleeced us and our beloved company for decades and are now readying to dig last nail in the coffin of BSNL by provoking people to knock the doors of the courts to get Rehabilitation Rules stayed so as to continue in BSNL on perpetual deputation as exploiters.

Make the demonstration on 7th Feb., 12 a spectacular success and march on valiantly and fearlessly to that great and what could possibly be greatest struggle commencing from 15th Feb.,12 that will expose vested interests and defeat their diabolical game plan, eventually deciding our destiny and giving new direction to BSNL.

Whether BSNL has framed the rules to accommodate the unabsorved  ITS Officers into BSNL ?

Because the unabsorbed ITS Officers working in BSNL and not repatriated to DOT so far is equivalent to the posts approved for filling up by the BSNL Board through RRs (450 SAG / HAG + 600 JAG / NFSG).

When an ITS Officer with B.Tech Qualification is eligible for selection to JAG / NFSG and SAG / HAG, why other executives with similar or higher qualification are not eligible ?

When ITS Officers upto 58 years of age are eligible for selection why not other  absorbed  executives of  BSNL ?

It clearly shows the partisan attitude of the BSNL Management  in safeguarding the interest of the unabsorbed ITS Officers. The  BSNL Management is not  concentrating on the development of BSNLrather  it  is making all out efforts to bring the unabsorbed ITS Officers back into BSNL .

SDE to DE promotion: Status of various Court cases delaying our promotions to more than 2000 DE vacancies further denying the promotion of minimum 2000 JTOs to SDE cadre in the resultant vacancies ---

a) Rule 206 related cases on fixation of seniority of SDEs in list No 1 to 5 — The contempt petition against CMD/BSNL at Hon CAT, Chandigargh bench came up on 13.01.2012 and given 4 weeks time. The contempt petition against CMD/BSNL at Hon CAT, Gwalior bench came up on 16.01.2012 and given 4 weeks time. The contempt petition against CMD/BSNL at Hon CAT, Jaipur bench came up on 18.01.2012 and will be posted again in February. All these judgements are in favour of seniority as per para 206, based on qualifying year basis. The SLP filed by BSNL against the judgement of Hon CAT, Jaipur bench upheld by the Hon Rajasthan High Court is coming up in the Hon Supreme Court for admission on 27.01.2012.

 

b) Hon CAT, Jabalpur Bench stayed convening of DPC forAdhoc DE promotion till the next date of hearing, ie 26.03.2012.

 

c) The review application filed by BSNL in the Hon Mumbai High Court against the quashing of seniority lists 6 & 7 is coming up for admission on 27.01.2012. BSNL filed SLP also in the Hon Supreme Court in this regard. The Regular & Adhoc promotion to DE cadre is held up since August 2011 due to the quashing of seniority lists 6 & 7 by the Hon CAT, Mumbai Bench as SC/ST candidates are available only in list no 6 & 7. The appeal in the Hon High Court of Kerala on the same matter is reserved for judgment. The appeal in the Hon High Court of Punjab & Haryana is also pending.

It was by and large 100%  successful in  BHAGALPUR . Most  of  the  Executives  of  SNEA , AIBSNLEA  & AIGETOA participated in  the  dharna . However further intense mobilization is needed to make the programme of 15-17th Feb-2012, and the future programmes likely to be decided very shortly, complete success to create strong compulsion on BSNL management to completely abandon its arbitrary move to recruit 600 Senior DGMs at E6 level in complete contempt and disregard of the existing BSNLMS RR.

BSNL Board has approved the new Recruitment Rules as a one time measure to recruit around 450 SAG/HAG officers in the E9 grade and 600 JAG/NFSG officers  in the E6, E7 grade. We are carefully examining the provisions of RRs and its effect on our carrier aspects.

 Special Lateral Direct Recruitment Rules-2011 of BSNL Management Services for Recruitment for Sr. Deputy General Manager (Sr. DGM) and GM/PGM/CGM (Telecom Operations) in E6 and E9 IDA Scale.

United Forum of BSNL Executives' Association writes to CMD, BSNL for the modification of provisions of MT RR notified on 01.09.2009 which are discriminatory and against natural justice. UF clearly told the Management that the notification not only discriminates and denies the really meritorious, but is also violative of the DOP & Trg guidelines and various Supreme Court Judgments as it will lead to the creation of "a class with in a class". UF demanded the internal fast track promotion is to be carried out without discriminations of qualifications and age, otherwise we will be unwillingly constrained to resort to all actions including agitational and legal actions to ensure justice prevails.

Sept 2009Meeting with DIR(HRD), BSNL:                     GS, AGS Com. K. Sebastin and Jt Sec (North) Com. Inderjith Singh met DIR(HRD) and discussed the MT R/R and the proposed MT recruitment. GM(Pers) also present. We clearly told the Management that the age and educational qualification mentioned in the MT R/R for internal candidates is in clear violation of orders of DoP&Trg, regulating the provisions of the internal competitive examination. 3000 to 4000 Engineering Graduates from premier institutions such as Regional Engineering Colleges (NITs) and Govt. Engg colleges (some of them having M Tech) recruited by DoT in the year 1994 and prior to that and having minimum 12 years of experience in Telecom operations are not allowed to compete in the internal competitive examination. In addition to this, thousands of Post Graduates and Graduates with minimum first class (even some of them are University rank holders) and having vast experience in Telecom operations also deprived the opportunity. Some of them having MBA/MCA degree also. Some JTOs quit their job and joined BSNL in 2001 year rect. also not eligible because of the age limit. GM(Pers) informed that already relaxation of 6 years is given to the internal candidates as 5 years relaxation given by UPSC. We clearly told that this relaxation of 6 years is for External quota and not for Internal quota. For Intl quota, there should not be any age or qualification bar. If the Management  not considering this, we fear that the entire rect process may face legal hurdle and the recruitment will be delayed for years together. Further we told that we will submit a comprehensive note on Monday and management has to reconsider the eligibility conditions of Intl candidates based on that. We will further discuss the matter with CMD/DIR(HRD), BSNL next week.

Clarification on Time Bound Promotion Policy for Executives on revised and provisional IDA pay scales for JTO/JAO/SDE/AO: The TBP promotion due on or after 01.01.2007 for JTO/JAO to SDE/AO grade has to be kept in abeyance till the notification of final pay scales. The TBP due upto 31.12.2006 will be assessed on the basis of pre-revised scales. Already settled cases on pre-revised scales and due on or after 01.01.2007 has to be reviewed on notification of revised new pay scales. <<Clarification>>

 11.09.2009 RECRUITMENT OF MANAGEMENT TRAINEES:

Association is all along pleading with the Management that there should not be any AGE / QUALIFICATION BAR for the rect. of Management Trainees through internal competitive examination. Association elaborately submitted its views to the committee constituted under the chairmanship of PGM (IR) to examine the issue of relaxation in age and qualification for MT rect through internal competitive examination. Association strongly pleaded for allowing BSc, 1st class (Educational qualification for Outside rect of JTOs), with no age bar, to appear for the internal competitive examination.   The management has ignored the views of the Association in contravention of the orders of DoP&Trg, regulating the provisions of the internal competitive examination. Association is determined to end this discrimination and going to take up the issue with the Management once again. Managements failure to respond to our plea of conduction of internal competitive examination in accordance to DoP&Trg rules allowing Executives to appear in the internal competitive examination with no age bar and Educational qualifications of BSc (First Class), shall force the Association to seek appropriate legal recourse. 

10th Sept 2009 MT RECRUITMENT: MOST OF THE TALENTED AND EXPERIENCED EXECUTIVES IN BSNL ARE DELIBERATELY BARRED IN THE NAME OF AGE & QUALIFICATION AS DONE IN THE CASE OF DGM RECT. ASSOCIATION IS ALL ALONG PLEADING WITH THE MANAGEMENT THAT AS PER DoP&T GUIDELINES THERE SHOULD NOT BE ANY AGE / QUALIFICATION BAR FOR THE INTERNAL CANDIDATES. WE ARE STRONGLY TAKING UP THE WHOLE ISSUE WITH CMD/DIR(HRD), BSNL. ASSOCIATION WILL TAKE ALL STEPS INCLUDING ORGANISATIONAL AND LEGAL ACTION FOR SETTLING THIS ISSUE.

Revised MT RR: Salient features:

1.       Pay Scale : E3 scale: Rs. 24,900 – 50,500/-

2.      No of posts: MTs shall be recruited against 50% of equivalent STS level posts as decided by BSNL Management for each year. Initial strength shall be 600. (MT- Operations – 500, MT – Accts & Finance – 100)

3.      Ratio of posts: 50% of posts will be open for both Extl and Intl candidates and will be filled based on merit. Remaining 50% posts will be reserved for Intl candidates only.

4.      Mode of recruitment: The selection shall be based on the final merit list created based on the combined score from assessment process (75%)  + Group discussion (12.5%) + Personnel interview (12.5%). 50% of MT posts shall be filled regardless of Extl or Intl candidates. Remaining 50% of MT posts will be reserved for Intl candidates.

5.      Recruitment year: Rect. Year shall be the year of declaration of result.

6.      Probation – cum – training: 52 weeks including the job on training.

7.      Career progression: Appointment as Manager (MT) [Sr. SDE grade, E3 scale] on successful probation cum training. To be promoted as Asst. General Manager (E4 scale) on 2 years working as Manager (MT). Further promotion will be as per BSNL MS R/R, 2009.

8.      Age limit. MT(Extl) – 30 years, MT (Intl) – 36 years as on 01st August of the year of Examination. (Relaxable  in the case of reserved category as per Govt. rules)

9.      Eligibility for Intl candidates: Regular BSNL employee at or above JTO/JAO equivalent level and below MT level with 4 years experience in BSNL and possessing the required eligibility conditions.

4)      Experience in JTO / JAO cadre onwards only will be considered. Earlier 4 years experience in BSNL only was required.
