XXVIII Circle conference of Bihar Circle
at Patna on 16th/17th Sept.,09:

The conference was held in a colourful manner, particularly the open session on 17th Sept. was extremely absorbing and was attended by about 500 Comrades. The open session was addressed by Sh. S.C.Mishra, CGM/Bihar, Sh R.P.Singh, PGM/Patna, GS, Com Madhusudan, CHQ Vice president, Com Rithesh Kumar, CS/Bihar , and CSs of ITSA, AIGETOA, BSNL EU, NFTE, and FNTO. Nearly 12 GMs from ETR, ETP, Finance, Civil and Electrical wing also attended the open session. Bihar Telecom circle is steadily registering signs of positive growth, CGM/Bihar informed the gathering. He further expressed the confidence and optimism that the growth rate is expected to stimulate further in the days to come. ANNUAL GENERAL BODY MEETING of CIVIL/ELECTRICAL/ARCHITECT WING OF SNEA (I) BIHAR TELECOM CIRCLE was successfully held on 13.09.2008 at Conference Hall, C.T.O. BUILDING, SANCHAR PARISAR PATNA. Meeting was attended by many distinguished CHQ & Circle Level office bearer of SNEA(I)-Com.S.D.Choudhury,Vice-President CHQ(Civil Wing) , Com. Madhusudan Mahto, Joint Secretary(East) CHQ, Com. Ratish Kumar, Circle Secretary , Com. Shamshad Ali Circle President, Com.Ranjan Kumar Asstt. Circle Secretary, Com. Ramesh Kumar Circle Treasurer,Com.Sunil Kumar Asstt. Circle Secretary(Civil Wing), Com. A.K. Chourasia Circle Vice-President(Civil Wing) and large number of the Executives from Civil/Electrical/Architect Wing of Bihar Circle. It was very historical day of SNEA(I) Bihar Circle due to most of Executives from Civil Wing joined SNEA(I) in Bihar Circle and strengthen our association. Among prominent speakers who addressed the gathering were VP (CHQ) Com. S.D.Choudhury, JS (East)CHQ Com. Madhusudan Mahto Circle President Com. Shamshad Ali, CS Com. Ratish Kumar, ACS Com. Ranjan Kumar,Circle VP A.K. Chourasia, Circle Tresurer Com.Ramesh Kumar.All the speakers expressed need for strengthening association at Civil/Electrical/Architect Wing and suggested various steps. CS on behalf of SNEA(I) Bihar Circle assured all Executives of Civil/Electrical/Architect Wing that they will get all type of help and co-operation from them and as and when they need their help they will turn up in big number. Executives were participating in fruitful discussions and deliberations on various issues like-HR Issues, Financial viability of BSNL, Recommendation of pay revision of CPSE etc. New office bearers were elected from Civil/Electrical/Architect Branch- Com.N.K.SINGH as President, Com.D.D.SINGH as Branch Secretary and Com. Chandrakala Kumari was as Branch Treasurer unanimously. SNEA Bihar Circle wishes Best of Luck to new elected body of Civil/Electrical/Architect Branch and assures full and total support in realizing the dreams and aspirations of Executives of Civil/Electrical/Architect Wing .

6th Sep 2008Circle Executives Committee (CEC) Meeting of SNEA (I) BIHAR CIRCLE was held on 31th Aug'2008  from 10.00 Hrs at CONFERENCE HALL, C.T.O. Building, Sanchar Parisar, Patna. The same was attended & addressed by Com. Madhusudan Mahto, Joint Secretary (East) CHQ. The conference hall packed out with Circle office bearers/District secretaries/Brach Secretaries/ CEC members and special invitees, in the morning session Com. Ratish Kumar CS SNEA (I) BH has submitted and read out brief report. The reports was unanimously approved and passed by the house. The CS has addressed the house regarding latest HR issues, Officiating Promotion of JTO/SDE/DET & Pay Up gradation of Executives, Financial viability of BSNL & Growth of revenue of Bihar Telecom Circle. The meeting was presiding by Com. Shamshad Ali, President SNEA (I) BIHAR CIRCLE.

 The Seminar on – ROLE OF EXECUTIVES IN BSNL was conducted on the occasion of CEC of SNEA(I) Bihar Circle & Annual General Body Meeting of Patna Telecom District on 1st September’2008 at CONFERENCE HALL (HI-TECH) , A.N. SINHA INSTITUTE OF SOCIAL STUDIES, PATNA. The SEMINAR was started with lighting of lamp by Chief Guest Shri S.C. MISRA , CGMT, BIHAR CIRCLE.        Shri Ramdev Verma, Chairman PAC & MLA Bihar Vidhan Sabha, Shri R.K. Misra PGM PTD, Shri V.K. Shrivastava GM(Admn.), Shri A.K. Kanojia GM(MS-P&D), Shri D.P. Misra GM(Dev), Shri Sunil Kumar GM(F), Shri.A.A. Khan AGS CHQ & Shri M.S. Mahto Joint Secy.(East) CHQ were the guests of Honor. The Circle Secretaries of NFTE, FNTO, BTEU & ITSA also addressed the Seminar. Shri A.A. Khan AGS CHQ  in his address apprised the role of executive in BSNL in detail. He strongly opposed the Govt.'s move to merge ITI with BSNL & listing BSNL through IPO route. Sh. S.C. Mishra, CGMT Bihar Circle appraised in detail the efforts being made by executives to make Bihar Circle a profit making Circle.

REPORT OF 2ND CIRCLE CONFERENCE OF SNEA(I) JHARKHAND  TELECOM CIRCLE AT RANCHI

 2nd Circle Conference of Jharkhand  Telecom Circle at Ranchi :-Joint  Secy.(E) Com. Madhusudan Mahto, Vice-President Com. S.D. Choudhary CHQ  & Circle Secretary Com. Ratish Kumar attended & addressed the Open Session of 2nd Circle Conference of Jharkhand  Telecom Circle at Ranchi. Shri Rakesh Kapoor, CGMT Jharkhand Circle  was the Chief Guests and Shri S.S. Choudhary,GMTD Ranchi, Shri S.N. Singh, GM(D), Shri B.N. Singh, GM(O), Shri G. Narendra Nath GM(Admn.) and Sh. B.K. Malhan CE(Civil) were the guests of honor. Joint  Secy.(E) Com. Madhusudan Mahto, Vice-President Com. S.D. Choudhary CHQ in their address discussed the All India Level issues & the issues related to the Viability of BSNL. CGMT Jharkhand Circle in his address discussed the growth of Telecom Services in Jharkhand Cirlce & mentioned that the Jharkhand Circle is a profit making Circle. Further efforts are being made to increase the profit. Com. B.K. Mishra Circle Secretary in their welcome address discussed the Circle / CHQ Level issues & requested for early settlement. Election of new Circle body was also conducted. Shri B.K. Mishra, Shri Ganesh Jha  & Shri  K.P.Mukhiya were elected unanimously as President, Circle Secretary and Treasurer respectively. It was attended by a large number of members / delegates from different wings i.e. Telecom, Account, ETR, ETP, Civil, Electrical, T & D of  the Jharkhand  Telecom Circle.

Bihar Telecom Circle has lunched Blackberry Services for Prepaid mobile customers of Bihar Circle on 06.02.2010. So far, this service was available only to post-paid customers.

 

The process is fully automatic and hassle free for settings. The prepaid mobile customer has recharge Special Tariff Voucher (STV) of   Blackberry plan Rs. 299/- for Unlimited E-mail or Rs.298/- for Unlimited Instant messaging or Rs.991/- for Unlimited Package (E-mail+ Instant messaging + Browsing) and get activated blackberry services in Blackberry Handsets. The customer has to recharge through CTOPUP with the STV as above for getting the services. The validity period of STV is 30 days. The customer can reuse the same denomination within the period of 30 days for getting additional validity of 30 days w.e.f the date of recharge as being done for normal recharge voucher. If no recharge is being done within the validity period the blackberry services will be terminated.

 

The Blackberry handsets of different models are available at BSNL CSC /BSNL Franchisee.

How to apply?

New Customer:

1. New customer will approach CSR /Franchisee and submit an application for a mobile connection and also submit a request for Blackberry on a plain white paper. All the formalities for a new connection are to be completed.
2. The CSR/Franchisee will issue a demand note for the price of the handset.
3. On payment of the demand note, the CSR/Franchisee will handover the handset to the customer along with the SIM.
4. CSR will provision any one of the Black Berry Plan over the normal voice plan
5. CSR will provision GPRS and extra APN (blackberry.net) into the corresponding HLR & fill up blackberry provisioning form at CCN Node of Server IP-172.22.1.210.
6. The customer will receive an intimation in the form of SMS that the facility is activated.

Existing Customer:

1. The existing customer will approach CSR/Franchisee and submit a request for Blackberry on plain white paper.
 Then followed by step-(2) to (6) same as above.

Association writes to Shri Sam Pitroda who has been assigned the challenging task of defining  future road map of BSNL to pull it out of the deep crisis that it is in now and urges upon him to address and sort out the key issue of deciding the leadership of the company to bring it out of the present morbid state. Top leadership of the company under any circumstances should not be from within the ITS because of the complete failure of ITS management to act as change leaders, catalysers to introduce innovative processes and systems in the organisation so as to motivate and lead the huge workforce to a clearly defined goal.

Assn. further pleads with Sam Pitroda that unless the key, fundamental and contentious issue of leadership is addressed and resolved, any other recommendation of the committee to transform the organisation would be rendered infructuous because of complete failure of ITS management to govern, lead and deliver.

Assn. brings out clearly lack of vision, mismanagement, rampant corruption, political interference, inefficiency of highest order, stale thinking process, lack of accountability, uninterrupted and huge jumps of non-performers on career front, lack of professionalism, lack of sense of belonging of front line managers towards the organisation as the main reasons for crumbling of the organisation.

Induction of charismatic stalwarts from outside to head the organisation and decide his team of board of directors shall be the key to the revival of the company.<<letter>>

PMO refers BSNL's jinxed 93-mn-line tender to Pitroda

The controversial 93-million GSM line tender of Bharat Sanchar Nigam Ltd (BSNL) has now been referred to Sam Pitroda, the Prime Minister’s advisor on infrastructure and innovation.

This directive came after Communications and Information Technology Minister A Raja wrote a letter to Prime Minister Manmohan Singh, seeking his intervention for early resolution of the controversy. The minister had said corporate rivalry was affecting the decision.

BSNL had invited bids for laying 93 million GSM lines at an estimated cost of about Rs 36,000 crore. But, the company had not been able to place the order because of various issues — legal battles and the home ministry’s directive that the government undertaking cannot award orders to Chinese companies in border areas.

Last month, the PM had constituted a committee under Pitroda to look into the functioning of the two government telecom units, BSNL and MTNL.

Currently, the Chief Vigilance Commissioner (CVC) is looking into the controversies regarding the BSNL tender. It is learnt his office had recommended scrapping the tender and issue of a new one. The matter was referred to the CVC after telecom equipment provider Nokia Siemens, disqualified on technical reasons, petitioned the courts. However, the high court here had upheld the disqualification.

Raja has, however, opposed CVC's decision for a fresh or snap tender, saying this could also be challenged by any disgruntled party. "BSNL needs these lines badly in view of its rapidly declining market share, and inadequate capacity to add mobile subscribers may lead to further deterioration," the minister had said in his letter to the PM.

 

 

PM refers BSNL tender issue to Pitroda panel

Prime Minister Manmohan Singh has asked the Department of Telecom (DOT) to refer the controversial Bharat Sanchar Nigam (BSNL) tender issue to the Sam Pitroda committee for urgent consideration.

Singh had constituted a committee under Pitroda last month to look into the functioning of two telecom PSUs-- BSNL and Mahanagar Telephone Nigam (MTNL). Noted banker Deepak Parikh and the Telecom Secretary are members of this panel.

Singh's directive comes in the wake of Telecom Minister A Raja seeking his intervention for early resolution of BSNL's tender controversy. The minister had said that the corporate rivalry was affecting the decision making process in BSNL.

BSNL had invited bids for GSM equipment for an estimated investment of over Rs 36,000 crore but the PSU could not place the orders even after 20 months of tender due to various issues, including legal battles.

Leading telecom vendor Nokia Siemens Network (NSN) was disqualified on technical reasons, leaving only two equipment suppliers-- Ericsson and Huawei -- in the fray.

Ericsson had emerged lowest bidder for North and Eastern regions while Huawei for the Southern zone.

The matter was referred to Chief Vigilance Commission (CVC) even as the two high courts had upheld NSN's disqualification. The CVC is understood to have asked BSNL to go for either snap tender or short tender.

"Against this background it would be appropriate if the Secretary, DoT, is directed to place the CVC's letter before this committee (Pitroda) for its urgent consideration and early recommendations," PMO said.

Pay anomaly of JTOs of 2005 batch:
 
In continuation to series of earlier discussions and regular correspondence that we have had with Director(HRD) on the important issue of removing the pay anomaly of the JTOs of 2005 year on justified and genuine grounds by extending the benefit of 30% fitment to all the JTOs of 2005 year of recruitment, regardless of their date of joining, GS has clearly brought out that due to this anomaly the difference in basic pay as on 01.1.2007 is Rs 5220/- , and even if the E1A pay scale is approved, the difference in basic pay will be Rs. 2770/- . The losers are further to suffer the ignominy of a recurring two-year lag in their Time Bound Promotions throughout their career also. << Letter>>

In continuation to our several discussions with DIR(HR) and GM(Estt) on this issue, GS along with AGSs met GM(EF), Smt. Aruntadi Panda, and discussed the issue in detail. We pleaded with her to resolve the genuine issue at the earliest and take a positive stand on the issue. Further we discussed and suggested three to four workable proposals   by which the issue can be resolved in totality by extending the benefit of 30% fitment to all the JTOs of 2005 year of recruitment.

Issues related to JTOs recruited as Dept outsider from TTA Cadre: In the meeting with GM(EF), Smt. Aruntadi Panda, we discussed this issue further. On the basis of our earlier meetings and discussions with GM(Estt) on the issue, the file has moved to GM(EF). The issues include a) counting of past service as TTA for all the purposes including pension, b)  TA/DA and salary during training period, c) accounting earlier E/L & HPL etc. we will pursue the matter further

What is even more fantastic is that Bihar Circle is all set to overtake Vodafone in the Month of Jan.,10, even though the final data is yet to come. What a performance - we are left dumb founded and spell bound in conveying our feelings to the heroes of Bihar Circle and the great leader, rather crusader, S.C.Mishra. What an astonishing and totally incredible feat is achieved. S.C.Mishra and the entire telecom fraternity of BSNL Bihar undoubtedly deserve loudest of applause, standing ovation and a red carpet reception.

 The performance of Bihar Circle in GSM Connections in that environment where out of 11 private operators, 4 to 5 are provided new SIM free of cost with some additional talk time but BSNL provided new SIM at the cost of Rs.54/-(Minimum).

 

Some points highlight in the above performance-

 

1. BSNL Bihar Circle (LSA) added total 449122 new GSM connections in the month of Dec’09 and secure 2nd position among all Telecom Operators as well as all Circle (LSA) in India. Airtel securing 1st position just more than 3369 connections and total 452491 new GSM connections in AP Circle (LSA).

2. In the month of Dec’09 BSNL Bihar Circle (LSA) succeed capturing the market share 31.5% and all existing 11 Telecom Operators only captured 68.5% market share in Bihar Circle(LSA).

3. Out of every 3 new GSM customers subscribe 1 BSNL GSM connections in the month of Dec’09 in Bihar Circle (LSA).

4. BSNL Bihar Circle (LSA) pick up 2nd position from 3rd position in Bihar Circle (LSA) having GSM connections 3541695 at the end of Dec’09.

5. National growth rate over the previous month (Nov’09 to Dec’09) was 3.57% & 5.99% in Bihar Circle (LSA) in GSM sector whereas growth rate of BSNL Bihar Circle (LSA) was 14.5%.

6.      BSNL Bihar Circle (LSA) is one of the Circle out of 5 Circles where BSNL has No.2 position in total number of mobile connections viz. Bihar, Haryana, Himachal Pradesh, Orissa and Punjab Circles.

7.      BSNL has added 19.62 lakh GSM connections during the month of December 2009.  This works out to 10.03% of the total connection added in the country during the month of December 2009. 

8.      In this month, BSNL has come down to 4th position as an operator with Market share of 16.18%.  BSNL market share has decreased by 0.22% during the month of December 2009 and during 2009-10 (upto 31.12.2009) by 2.81%.

It has come to our knowledge that Hon'ble High court of Allahabad on 24th December 2009 has passed an order  and stayed the order of CAT Allahabad dated 18th December 2009 quashing the DGM Rect. It inter-alia says " We, therefore, direct that until further orders, the effect and operation of the judgment of the Central Administrative Tribunal, Allahabad dated 18th December, 2009 in Ramit Maurya & 6 Ors. Vs. Union of India, shall remain stayed".

18th Dec 2009  MT recruitment case:
The application filed by the BSNL for transferring all the cases from different CATs to Principal CAT, New Delhi came up today. Next date is 15.01.2009.

Revision of pension on implementation of VIth CPC recommedation -- The revised provisions for calculation of pension in para 5.2 and 5.3 of the OM No. 38/37/08-&PW(A) dated 02.09.2008 shall come into force w.e.f 01.1.2006 and shall be applicable to the Govt servants retired/retiring after that date. <<Order>>

15.12.2009 The Pension contribution payable w.e.f 1.1.96 in respect of a Govt. servant during the period of foreign service shall be based on the maximum of the pay under Rule 9(21)(a)(i). On implementation of VIth CPC report w.e.f 1.1.2006, Govt revised the order and the contribution shall be based on the existing basic pay of the post held by the Govt. servant. <<Order>> The same has to be implemented in respect of pension contribution for the employees absorbed in BSNL from DoT also.

LDCE from JTO(T) to SDE(T): The notification by DE cell is getting delayed as there are some changes proposed in the syllabus and most likely it will be cleared in the next MC meeting.

04- Dec- 2009     Transfer of Executives to ERP project-- Message from GM (Pers) to CGMs and GS: Respected CGMs, ERP project for BSNL, core team of 200 persons to be formed at ALTTC. 11 DGM each as team head like HR, FIN, MM, OP etc and rest are DE/SDE/AO. Twice volunteers are called but no proper response. Now we will be posting 10 from each big Circle. After project implementation, they will be sent back to the home Circle to maintain ERP in the Circle.
04- Dec- 2009  DPC from JTO to SDE :  
As committed by GM (Pers)  BSNL CO. to our GS the letter regarding making of eligibility list of JTOs to SDE promotion is issued.BSNL Corporate office issued instructions to Circles for preparing Eligibility list for JTOs of Recruitment year 1994 & 1995 in OC category, SC upto 1996 and ST  upto Recruitment year 2003.  <<<<<Click>>>>> The particulars has to be sent by 31.12.09. CSs/CHQ office bearers should ensure that the particulars are sent by the Circles in time.
